Use 8 bit characters for PPP

Always set up incoming PPP lines for transmitting data as 8 bit characters, using baud_8bit rotary sequences. See ``Making sure line speeds are set correctly'' for instructions.

Using 7 bits per character will work properly if the other side of the connection is another UnixWare 7 PPP system, but other PPP implementations (some DOS PPP implementations for example) expect 8 bits per character.
